The European Technology and Innovation Platform Bioenergy (ETIP Bioenergy) has prepared an input paper to underline the role of sustainable biofuels in meeting the targets of the Paris agreement, in the context of the implementation of the Renewable Energy Directive II (REDII) and its adoption by Member States.
Key recommendations
Ambition in renewables
The increased 2030 targets for renewables in relation to 2020 are welcome since renewables have an important role to play in the energy decarbonization and transition. However, they will probably need to be increased to meet the targets set by the Paris Agreement in 2015.
Increasing role for biofuels
Renewable fuels and especially biofuels are key to help reducing the carbon footprint in transport segments that will continue to rely on internal combustion engines and are complementary to new mobility modes that are expected to make a significant market impact. An integrated bio-based technology development strategy exploiting synergies in combining biomass (BTx) and electricity/power (PTx) based technologies can help to stay on track to reach targets in time.
An EU-wide determination
The EU should encourage Member States to take an overall harmonized approach and to strive for the highest share possible of sustainable conventional biofuels (within the 7% limit). There will still be a certain flexibility for each MS, in determining to which extent different biofuels will be used to reach this target. In addition, the EU should be encouraged to refrain from using the option to decrease the 14% target, (if conventional biofuels share is below 7%). All efforts are needed to reduce emissions in line with the Paris Agreement!
Strong R&I strategy for advanced biofuels
To reach the deployment of advanced biofuels and other renewable fuels, an integrated approach of strong policy measures, research, innovation and improved financing solutions is necessary. The future focus should not only consider e-mobility and electricity for the transport sector. The combustion engine will be part of the energy transition and therefore sustainable biofuels as well.
A robust sustainability is mandatory
In addition, strong sustainability criteria for biofuels and their feedstocks are essential, and R&D efforts are also needed to properly assess the sustainability of biofuels (which includes the low-ILUC concept development). With regards to sector coupling, well-to-wheel (WTW) approaches should be considered when assessing GHG emission reduction, e.g. REDII for renewable fuels linked to CO2 fuel regulations for vehicles.
Delegated Regulation for high ILUC risk feedstock is a step forward for a sustainable biofuels industry and an opportunity to improve European farming capacities and rural jobs
ETIP Bioenergy expressed its position on the Delegated Regulation for the determination of “High indirect land-use change risk feedstock and the certification of low indirect land use change-risk biofuels, bioliquids and biomass fuels” published by the European Commission on March 13th, 2019.
The document represents an important step forward for the practical implementation of the recast of the Renewable Energy Directive, as it addresses key issues in the public debate on sustainable biofuels, among which the sustainability of palm oil is the most controversial one, said Patrik Klintbom of RISE Research Institutes of Sweden, Chair of ETIP Bioenergy Steering Committee.
The criteria to ensure the full traceability of the whole value chains should be reinforced to minimize ILUC risks and an impact assessment is necessary for this. Sustainable biomass supply for advanced biofuels can offer a win-win opportunity to maintain European farming capacities and jobs.

On March 19th, 2019 at the latest Steering Committee meeting of ETIP Bioenergy, Philippe Marchand formerly TOTAL Refining & Chemicals / Bio division was nominated Chair of Working Group 3 (End Use).
A member of the Steering Committee already, Philippe has been an active supporter of the platform for a long time. REDII is sending a strong signal to increase the production of biofuels in Europe, but we still have to address issues in the distribution and marketing of biofuels to make them a true transition solution to reduce the carbon footprint of transport. We do not know how Member States will transpose the REDII into the national legislations by 2021 and what the outcome will be. There is a lot of work to be done for the downstream part of the value chain, keeping in mind that this platform should work on the research and innovation aspects, Philippe said in his speech at the SC meeting.
On the same occasion, Perttu Anttila from Natural Resources Institute Finland was appointed Vice-Chair of Working Group 1 - Biomass availability, after having served as a member within the same group.
Finally, after 13 years of active participation in ETIP Bioenergy platform, Anders Röj, former Senior Advisor Fuels – Combustion Technologies – Volvo Group Trucks Technology (GTT) Powertrain Engineering retired.

May 29, 2019 - Paving the way towards clean energy and fuels in Europe, side event @EUBCE 2019, Lisbon (P)
This event is organized by the European Commission, Directorate-General Research and Innovation in collaboration with several players: the SET Plan - Action 8 EU Member States, ETIP Bioenergy, the RH&C Platform and the European Energy Research Alliance Bioenergy. The research policy workshop, scheduled in the framework of the 27th EUBCE European Biomass Conference and Exhibition, will provide the chance to focus on how to move forward the EU innovation chain for bioenergy, advanced biofuels, renewable fuels and combined heat and power contributing to the clean energy transformation in energy and transport, in line with the Strategic Development Goals and the EU Communication “Clean Planet for All”.

May 27, 2019 - Optimising value chains and ensuring the sustainability of advanced lignocellulosic biofuels with effective sustainability criteria and verification, ADVANCEFUEL workshop, side event @EUBCE 2019, Lisbon (P)
This side-event, open to all attendees of EUBCE 2019, is delivered by the Horizon 2020 funded project ADVANCEFUEL in cooperation with ETIP Bioenergy. The workshop engages expert speakers from research, industry, policy, and certification bodies to discuss sustainability of advanced biofuels. Decarbonisation of the transport sector in European Union will be strongly influenced by the advanced biofuels. To untap the full potential of their market uptake, some further steps are still needed, which include a clear policy support and coherent sustainability criteria for the whole bioenergy sector. These requirements need a long-term development perspective, following a consistent approach at EU level. During the workshop it will be discussed what key challenges need to be addressed and which options should be considered in this context. The transnational harmonisation of adapted sustainability criteria and certification processes for advanced biofuels in the EU will be one of the core topics of this interactive event. September 19, 2019, ETIP Bioenergy Workshop at 5th Advanced Biofuels Conference 2019, Stockholm
In collaboration with the Swedish Bioenergy Association - SVEBIO, ETIP Bioenergy together with RISE will organize a workshop during the 5th Advanced Biofuels Conference. The workshop will focus on policy and institutional framework for investments in biorefineries with a special emphasis on production of bio jet fuels – how to turn ideas and science into investable businesses. Pre-conference study visits will be followed by two full conference days, a gala dinner, workshop, and cover the land, aviation and maritime transport sectors. All in all, the conference will bring you an update on the value of advanced biofuels and business opportunities in the new bioeconomy.
