Indirect Land Use Change and Biofuels

This study discusses the impact of indirect land use change (ILUC) on greenhouse gas (GHG) emissions from biofuels by evaluating the scale of ILUC linked with the EU biofuels targets. For that, studies carried out for the Commission are critically reviewed and analysed, and a short evaluation of the Commission Report on ILUC is included also. The study assesses also possible cumulative effects of the biofuels target and use of biomass for energy as projected in National Renewable Action Plans, and draws conclusions on the appropriate level of an ILUC factor.
